Chief Operating Officer at MassINC, former MA State Representative
Juana joined MassINC as Chief Operating Officer in 2019, where she oversees the organization’s operations, performance, and growth. Prior to joining MassINC, Juana served as a State Representative, becoming one of the first elected Latina immigrant women in Massachusetts. During her time in the Legislature, Juana supported legislation to make college affordable, protect immigrants, and promote minority-owned and women-owned businesses.
Juana graduated from the University of Massachusetts Boston with a degree in political science and criminal justice, and received a Juris Doctor from Suffolk University Law School. After graduating from law school, Juana enlisted in AmeriCorps as a Justice Legal Advocate, where she fought for immigration relief for unaccompanied children in removal proceedings.
Prior to her service with AmeriCorps, Juana was a social worker and assisted families and children suffering from abuse and neglect. The experience further instilled in her that through service to others, she could have a positive impact in the lives of those in need. Juana resides in Lawrence with her partner, Pavel, and serves as a Corporator of Eastern Bank, on the Lawrence General Hospital Board of Trustees, and is a member of the Boards of Directors of UTEC, Amplify Latinx, and The Community Group.
